An application for asylum is first registered with the police. Later, the asylum seekers is interviewed by the Norwegian Directorate of Immigration (UDI), who also makes a decision in the case. If the UDI rejects the claim for asylum, the asylum seeker is appointed a lawyer who writes an appeal. The Immigration Appeals Board (UNE) considers the appeal and makes a final decision in the asylum case.

Asylum seekers with a final negative decision do not have the possibility to advance further appeals. They have no right to further legal aid. Asylum seekers can still write a so-called ‘omgjøringsbegjæring’, an appeal to UNE to consider overturning their decision based on new information to the case. Such appeals to re-consider are not in the way of a forced return of the asylum seeker.
